You explained that very well.  For the small contractor it means that their turnover will be down by 21%.  Now won't that make a difference when asking the bank manager for an overdraft facility or even an increase in the size of an overdraft.

I had some questions and they were answered by my accountant who said that this ruling was two years or thereabouts in the planning.  One can't help but wonder if someone somewhere foresaw a downturn coming down the line (as the lads working on the construction sites did). By putting this into place the main contractor would technically have more assets than the subcontractors should God forbid the subcontractor go out of business.</description>
